To ensure all required fields are completed, please first select the appropriate MLP and then fill out the fields in the order provided. Fields marked with a red asterisk are mandatory and must be filled out before submission.
Beginning January 1, 2026, the EPA ruling prohibits the installation of new HVAC systems with a Global Warming Potential (GWP) >700. The Mass Save Heat Pump Qualified Product List will be removing any R410 refrigerants to align with the new standard. Similarly, all systems selected using the NEEP ccASHP Qualified Product List must be selected using the “All A2L” or other A2L refrigerant selection (e.g., R-454B, R-32) to align with EPA's new transition rule. Models with R410A refrigerant will no longer be eligible for rebates when installed on or after January 1, 2026. Invoices for installations using R410A refrigerants will need to list an install date of December 31, 2025 or before to qualify for a rebate.
To be considered a whole-home heat pump solution, the system must be designed to condition 100% of the home's living space by volume and supply between 90-120% of the heating load at the correct outdoor design temperature for the home's location. A Manual J calculation is the best practice for determining the heating load. The correct design temperature and accurate building attributes must be included in the Manual J for an accurate heating and cooling load determination.

Systems that condition 100% of the home's living space, but supply less than 90% of the home's heating load at the design temperature are partial heat pump solutions. Systems that supply more than 120% of the home's heating load at the design temperature may be oversized. Oversizing can potentially cause performance issues and decreased operating efficiency (higher operating cost).

Please ensure you are submitting the correct pre-approval (whole-home vs partial-home) based on the above criteria.

RMLD requires that all projects complete a Town Wiring Inspection upon completion. Please confirm that you understand this requirement.
WMGLD requires that all residents complete a home energy assessment through the MMWEC Next Zero program if they are applying for enhanced rebate tiers (replacing a fossil fuel system or installing weatherization along with heat pump). In order to be eligible for an enhanced WMGLD rebate, your customer will need to have received an assessment within the last three years OR receive an assessment within one year of ASHP install, and will not receive their rebate until the assessment has been completed. MGED requires that all residents complete a virtual home energy assessment through Energy New England (ENE) within within the previous three years prior to filing for the heat pump rebate. If an energy assessment has not been completed prior to the heat pump system being installed, it can also be completed afterward by scheduling at https://www.energynewengland.com/CMS_Intake.aspx or by calling 888-772-4242. HMLP requires that all projects complete a Town Wiring Inspection upon completion. Please confirm that you understand this requirement. The electrical permit and wiring inspection can be arranged through Hingham's Town Building Department by calling (781) 741-1420.
CMLP requires that all projects obtain an electrical permit and that the Town of Concord’s electrical inspector inspect and approve the installation. Please confirm that you understand this requirement.
CMLP requires that all projects involving sheet metal ducting work that goes beyond minor repairs obtain a sheet metal permit and that the Town of Concord’s inspector inspect and approve the installation. Please confirm that you understand this requirement.
An energy assessment within the last three years or scheduled within six months after project completion is required by CMLP for projects involving homes built before 2008. Outbuildings are exempted. Please confirm that you and your customer understand this requirement.
If installing a new outdoor unit (not replacing an existing) the town of Wellesley Building Department requires a plot plan to prove the new outdoor unit will not be installed in a setback area. CMLP requires that partial-home systems include integrated controls. Please confirm that you understand this requirement and will be installing integrated controls.
