  • Fraud and Compliance Training

Please review and agree to the fraud and compliance training below.
  • Slide 1: Fraud and Compliance Training for Participating Heat Pump Installers
  • Slide 2: We are proud of our collective achievements of the Eversource and NHSaves® programs, including the benefits provided to customers with respect to energy savings, greenhouse gas reductions and job creation. It is a privilege for all of us to be entrusted with delivering this program, and we could not do this without you, our trusted network of contractors, who are on the ground every day delivering jobs for customers.
  • Slide 3: While we firmly believe that the great majority of our contractors are committed to excellence and integrity, Eversource has taken, and will always take, rigorous actions to protect the interests of our customers. To be clear: failure to abide by program requirements or misuse of program funds is illegal and will not be tolerated. Eversource will pursue all legal remedies against those who abuse customers or the programs. If Eversource finds instances of failure to abide by program requirements, we will take all appropriate actions.
  • Slide 4: This training reviews definitions of fraud and how to remain compliant as a participating contractor in the New Hampshire Heat Pump Installer Network (HPIN), powered by Eversource.
  • Slide 5: Why This Matters. Everyone participating in Eversource programs, including NHSaves programs, is responsible for protecting the integrity of the programs. Continuing program success is based on a strong reputation with customers; fraud by one contractor damages all contractors. Your business benefits from remaining in good standing in the HPIN. It is important to do the right thing on behalf of the program and our customers with every project.
  • Slide 6: Consequences of Compliance Violations. Immediate termination from the HPIN. Suspension from ALL Eversource programs (including but not limited to NHSaves programs). Legal liability: you indemnify the Sponsor and the Program Vendor for damages, legal costs. Financial Penalties: forced refunds, reimbursement for remediation.
  • Slide 7: Definition. What is Fraud? Fraud is any wrongdoing that involves deception and misrepresentation either to benefit oneself or organization or to injure an organization. Fraud can be an attempt to gain funds, information, or other assets by deception or illegal means, whether acting along or in collusion with other parties. To prevent fraud, contractors can: speak up and report suspicious actions, recognize suspicious actions or situations, and take extra time to review items that don't seem accurate. Fraud is an intentional act. It could be intentional from the beginning, or it could begin as unintentional and then morph into intentional.
  • Slide 8: Red Flags: Recognizing Fraud. In the HPIN, it could look like: 1. Eligibility claims. Misrepresenting equipment eligibility or income qualifications. Installing non-eligible equipment and claiming it qualifies. → Document your eligibility decision and share with customer in writing (include contingencies of eligibility on the quote the customer will sign). 2. Rebate and invoice fraud. False/incomplete invoices (missing required disclosures, equipment specs, itemization). Not disclosing rebate amount or not crediting customer immediately. Charging for inflated labor/materials costs or for work not performed. → Invoice must include: equipment model, itemized labor and material costs, rebate amount, all required disclosures. 3. Subcontractor responsibility. Submitting rebate(s) before you've verified quality. Missing customer contracts, photos, equipment specs, or material documentation. → Participation Agreement: "You are responsible for all work performed by subcontractors" so vet before hiring (verify licensing, insurance, references)
  • Slide 9: What You've Agreed To. When you signed the Participation Agreement, you warranted: All information about eligibility, equipment and incentives provided to customers is true and accurate. You will maintain complete, accurate records for three (3) years. You will keep customer data confidential. You indemnify and hold harmless the Sponsor and Program Vendor from all claims, damages, fines and legal costs arising from your work or breach.
  • Slide 10: Bottom Line. Read your Participation Agreement, understand your legal obligations. Inspect your own work: spot-check invoices and job quality regularly. Document everything: eligibility intake, quotes with contingencies, invoices, photos, rebate submissions, records retention. Stay current: read HPIN newsletters, attend office hours, reach out with questions.
